Earlier this month Deputy Legal Director Kaitlin Banner gave testimony before the DC Council’s Committee on the Judiciary and Public Safety urging them to pass the Special Education Rights for Youth Defendants Amendment Act of 2019. Passing the Act would provide critical support to young people of color with disabilities that have long been neglected by both our schools and our criminal legal system.
