The Washington Lawyers’ Commitee submitted testimony to the February 25, 2014 hearing before the Senate Judiciary Subcommittee on the Constitution, Civil Rights, and Human Rights: “Reassessing Solitary Confinement II: The Human Rights, Fiscal, and Public Safety Consequences.” The testimony reviews the condition under which people are held in solitary confinement in the Federal Bureau of Prisons (FBOP). These conditions are of special importance to the Committee because people from the District all serve their felony time in the custody of the FBOP.
