Rebecca Guterman (she/her) joined the Washington Lawyers’ Committee in June 2025. Rebecca’s work is focused on removing systemic barriers to safe and stable housing in the District. She represents tenants advocating for habitable housing conditions and pushing back against discriminatory practices.

Prior to joining WLC, Rebecca worked to safeguard the rights of people with disabilities in employment, public accommodations, and state and local government activities as an attorney in the Disability Rights Section of the U.S. Department of Justice Civil Rights Division. As a legal fellow at Beyond Legal Aid in Chicago, she worked alongside community advocates to represent tenants facing eviction and immigrants’ rights organizers, among others. Rebecca also previously served as a judicial law clerk for the Honorable Catharine Friend Easterly on the D.C. Court of Appeals. She received her J.D. from New York University School of Law and her B.A. from the University of Chicago.
