Elliot M. Mincberg

Senior Counsel

Elliot M. Mincberg is a consulting attorney with the Washington Lawyers Committee for Civil Rights and Urban Affairs.  He joined the Committee in June 2014 with a focus on DC prisoner litigation. Working with cooperating law firms, his cases have focused on discrimination against prisoners with disabilities, religious issues, and parole.  

From 2011 through April 2014, Mr. Mincberg served as a senior official at the Department of Housing and Urban Development (HUD), where he worked as Senior Counsel in the Office of General Counsel and as Acting Assistant Secretary and General Deputy Assistant Secretary for Congressional and Intergovernmental Relations. Before joining HUD, he served as Chief Counsel for Oversight and Investigations at the House Judiciary Committee. Prior to that position, he was Senior Vice President, General Counsel, and Legal Director at People for the American Way. Mr. Mincberg began his legal career at the law firm of Hogan & Hartson LLP, now Hogan Lovells, where he was elected to the partnership in 1985.  He has litigated, written, and spoken extensively on civil rights and First Amendment issues.
